Bernadine was born on November 19, 1942, in Philadelphia, Pennsylvania to the late Harold Burrell and Frances Henry. She was a proud 'South-Philadelphian', especially honoring her 13th Street roots. She received her formal education in the Philadelphia public school system. Bernadine held numerous positions for the City of Philadelphia.

Bernadine loved her family. Family was the center of her universe and soul. she often opened her home to family and close friends. Her welcoming sprit allowed family and friends to foster meaningful and life-long relationships. Her ability to cultivate individual relationships with each family member was unmatched. She had a kind, selfless, empathetic and loving heart.

Her personality was radiant. she was candid and very outspoken. Bernadine had a love for music, dancing and playing card games with family members and friends. She also enjoyed going to the casino with her sisters and friends.

Bernadine met and married the love of her life, the late Ronald Collins. They had seven children: bernard and Rodney, who preceded her in death. She leaves to cherish: Lenard, Charles, Troy, Ronald and their only daughter Dollie. She also had three bonus son: Bird, Imad and John.

Bernadine leaves to cherish 22 grandchildren; Tauheed and Ikeem who preceded her in death and 16 great-grandchildren. she also leaves to cherish a host of Nieces, Nephews, Cousins and friends. Her family was her circle of strength. She was the root that helped to foster the many blooming family trees.
